I am typing in my licence number but it keeps saying i have no internet connection and giving me error code= -12

so i went the offline licence route and its worked. but now trying to transfer my save games over via dropbox. but in my saved games folder there is no games saved? -
You shouldn't need to manually move saves with Dropbox. If you have Dropbox enabled and installed on both machines it should do the rest.
If you are looking in:
Windows 98/XP: C:\Documents and Settings\[USER NAME]\Application Data\Childish Things\International Cricket Captain 2013
Window Vista/7/8: C:\Users\[USER NAME]\AppData\Roaming\Childish Things\International Cricket Captain 2013
And they aren't there, but you can see them within the game then you may need to turn on hidden files and folders.
