Losing control of State Team

I haven't looked anywhere else in this forum for the answer but I have just taken up captaincy of Australia after a couple seasons with Victoria.
Unfortunately once the home international games started I no longer were able to play with Melbourne Red (made the final but lost it without my control) and Victoria.

What is up with this? I would like to play all the games for Victoria and develop the new blood.

Once you take up the international job, you can't play domestic games if the fixtures clash.
