So I just purchased a new laptop, I purchased CC2013 on my previous one. Is there any way I can get it on this one without having to re buy it?

Yes, download and install 2013 on to your new machine. Then use your Order ID (which you will have received in an e-mail after purchasing) to activate the game on your new machine.
Once you've installed 2013, the game should auto-start, the eLicense menu will open, click License, enter your Order ID in the box and click Install License.
If you've lost your Order ID then please PM me or use the Contact button on the left to send us an e-mail, please tell us the e-mail or name you used when buying in that Private message or e-mail and then we can retrieve your license for you.
