It's been mentioned before that the pool of available overseas players can be rather small/unbalanced/dominated by inexperienced regens, particularly outside the English domestic game (I actually think it's OK in England). This is definitely an issue. However, it's also always struck me as unrealistic how teams in New Zealand (say) can sign overseas players from other countries whose domestic leagues run concurrently - after all, perhaps one of the main reasons the English game seems to attract more overseas players is that none of the other Test-playing countries (bar Ireland) play their domestic season at the same time. After all, I can't imagine an established player would suddenly abandon their current team and up sticks to a different country for a season in real life, though maybe it does happen.
