2020 County Championship Season and Division Sizes

Will there be three promoted teams from Division 2 and one relegated from Division 1 in the 2019 season?

I'm Australian, so don't follow what's happening in County Cricket much at all, but love playing County on this game because of the added depth that relegation/promotion brings.

Is the 3 up/1 down a single year thing? If so, does that mean there will always be more teams in Div 1 from that year on?

Only for the 2019 season, in 2020 it will be 10 teams in division 1, 8 in division 2.
