ICC wont start??

I have ICC 2014 as a desktop icon, I'm clicking on the game but it wont load up. I've deleted the game from my steam library and tried to re-install it but it's making me pay for the game again! can someone help me please???

Firstly, try restarting your machine and then try again.

If that doesn't work, try resetting your clientregistry.blob

I deleted the game from my steam and tried to re-install it but i cant find the option to re-install the game in steam. I searched for international cricket captain in steam and its making me pay for the game again.
