I was wondering if there could be a create a domestic team option? you would start from complete scratch and build a squad through the years. difficulty can also be set by how much budget you have available

Pick whatever team you like. Then do a complete clean-out as in sack the whole squad. It has happened in Real Life County Cricket a few times. I can remember both Somerset and Sussex doing it.
