As I said, Chris is trying to get licenses for several new nations' dometic leagues, and the gameplay will feature some improvements. There will be other new features of course, but Under 19s isn't something that will be implemented.
Does this include Asian bloc (Particularly India and Pakistan) actually I do know a person(Former test cricketer) who might be very helpful in getting license for Pak domestic circuit.

Again, that would require a lot more research and implementation, and is simply unnecessary. This isn't a massive game like Football Manager, the team working on it is much smaller and the budget the same.
So wats going to be in the new game??? A database update
U19 worldcup after every 2 years and be able to manage U19 team alone.

It would be cool to be able to change the condition of the ball by ball tampering, or when batting to have the option to try to hit the ball out of shape. It would also be nice to be able to tell your bowlers how quickly to bowl thier overs.
When managing an international country it would be great if you could recruit or try and persaude former players to play for their country of origin eg. Zimbabwe and all their players who are currently playing overseas. This would add an extra element to the selection of players etc and how good you are at enticing players to representing their country.

When you get a no-ball, the over should be interrupted so you can change tactics. As in real-life. I know that there are restrictions on what the fielding side can do, but I hate it when I have a free-hit and my batsman defends it! Maybe have some kind of "Slog on a free-hit" option.
Be able to zoom and move the camera anywhere on the field even overhead.
Be able to save particular camera views (Fn Keys) for quick switch of views.
Be able to save replays to a user file and annotate to save memorable moments.

Jonathan Agnew should like describe more things (like the batsman coming in is in good form or he is good in these situations).
The crowd noises should be more detailed generally (like for England there's the Barmy Army and in Pakistan “Pakistan Zindabad”) and the way they are in different places.
Some commentary on bowling milestones e.g. 5 wickets per innings and 10 per county/test match) also when on a hat trick when a bowler actually gets a hat trick.
