It's definitely live on Steam, have you tried restarting Steam itself? It's possible Steam has installed the update without you noticing, if you go in to game and the options menu says 20.13, then you are on the latest build.

Steam made a change recently for how we, as developers, can post patch notes. The patch notes don't seem to have updated in the Activity Feed like normal, but they are there if you go in to Community Hub and then news.

iOS Users:
